About Us

We’ve built our reputation on being honest and supportive. International Child Foundation was founded in 2004 and has provided adoption services for families and orphans from many countries. Our domestic adoption program, ABC Infant Adoption, started a few years later.  Together, we provide infant and international adoption options!

Families and birth parents know us to be straightforward, sincere, compassionate and expert in adoption. Agency social workers go the extra mile to ensure families are prepared.  Birthparents are treated with respect. Our home studies are an engaging learning experience for all involved; we learn about you and you learn about adoption!   

Expectant parents come to us with the assurance that our services to them will be free and non-judgmental. We respect expectant parents for the courage they have shown by asking for help. We listen to and support them. We have counselors assisting with pregnancy options or adoption planning in Phoenix, Tucson, Kingman, Prescott, Flagstaff, Nogales and rural areas of Arizona.

 

Our Commitments

Our adoption agency prizes honesty, compassion, straightforward information, empathy, expertise and integrity. Many of us are adoptive parents ourselves. We sincerely want to help children find forever families, help expectant parents make choices that feel right to them, and help adoptive parents navigate adoption successfully.

Privacy Policy

The agency does not release information about clients or donors to any entity or person without express written permission. Our records are private and confidential and may only be accessed by our staff or by state licensing or COA accreditation evaluators.

Regarding third-party vendors

If you choose to order third-party products or services recommended by us you are not protected by our privacy policy. As a purchaser of a product from a third-party vendor or private company, your privacy is subject to their policies and may or may not be protected.

For example: If you donate to Partners in Health or order books through the Amazon link, or purchase adoption education from Adoption Learning Partners or other online sources, you are subject to their privacy policies or lack thereof and we have no control over how your information may be utilized.

Mission

We believe our destiny as humans rests on our ability to love each other as brothers and sisters. Adoption creates families from across the United States and many parts of the globe — mixing heritage and culture, and bringing the world together. Adoption expands our identities and widens our horizons.

We are members of the National Council for Adoption and often present at their annual conference. Our staff advocate for children across the world — highlighting their rights and needs.

We provide free support services to expectant parents. We have wonderful, caring, and open-hearted families waiting to adopt. We help expectant parents explore their options and decide what they feel in their heart would be best for their child.

Board

The Governing Board is composed of founders and directors who believe strongly that domestic and international adoption are vital for the welfare of children. The board includes Dr. Andrzej Weichsel, Dr. Jacques Mauger, Ms. Maryline Boulay, Mr. Bruce Walker, Mr. Steven Chang, Ms. Joay Atkinson, Ms. Michelle Renzetti, Ms. Lori Chang and Executive Director/Founder, Jackie Semar. Several board members have personal experience with adoption or are adoptive parents.

We are very fortunate to have an outstanding staff! Families are amazed at the level of communication the agency provides. We keep our programs small so that our goals are achieved and everyone is “kept in the loop.” Our programs are highly recommended precisely because they are small, personal, and closely managed.

Jackie Semar, M.Ed —Executive Director

Jackie has worked in adoption for over 20 years and has a wealth of professional and personal experience. Jackie is co-founder of the agency. She is a notable speaker on adoption and has presented at several conferences. Jackie holds a Leadership Award from the US Department of State-Bureau of Consular Affairs for her work with COA and a diplomat certificate from the International Society of Friends conference in Kyrgyzstan.

Luis Harari Manzo —Mexico Program Legal Representative

Luis attended the University of Guadalajara school of law and is an excellent resource for families adopting from Mexico. He has professional experience with inter-country adoption and works with a firm that has an outstanding team of international and family law attorneys. Luis is in charge of all Mexican adoptions for the agency.

Pierre Noel Nibigira, Jd — Burundi
Burundi National Coordinator

Pierre is our legal representative in Burundi. He provides case management and liaison with the Burundi Central Authority and Ministry of Solidarity. Pierre directly assists families while they are in Burundi with their adoption processes. He is a highly regarded adoption specialist and well known for his work with NGOs. Pierre is committed to ethical and transparent adoption services.

Annie is our lead for in-service training and also provides training modules for organizations seeking presentations on adoption-related topics.

Tracy is much beloved by her clientele and we are very glad she continues to be part of our domestic adoption team.

Bruce Walker — IT Director

Bruce is a co-founder of International Child Foundation and Chair of the Board of Directors. Bruce provides pro-bono IT services for both our internal operations and occasionally for international programs. He is also involved in program development and has represented the agency in several countries. Bruce has also been a presenter at the National Council for Adoption conference on program development strategies.

Fundraising for Orphans

We are committed to helping children without families

Our humanitarian resources are adoption advocates and adoptive families — donors — who want to help children in orphanages. We accept checks mailed to the office address or donations through PayPal.

A major project in 2010 involved a donation valued at over $500,000, of much-needed medical equipment for the children’s ward in a hospital in Tokmok, Kyrgyzstan. This project was conducted in conjunction with Project Cure.

We pledge that the money donated is used for humanitarian aid; up to 3% may be utilized for fundraising activities. Close to 100% of donations directly benefit recipients.
